POSITION TITLE: General Director of Planning, Evaluation, and
Grant Procurement
REPORTS TO: Assistant Superintendent for Instruction and Learning
POSITION PURPOSE:
To provide overall leadership for implementation of the Kansas
Quality Performance Accreditation (QPA) program; to supervise
district assessment programs; to supervise and/or conduct district
research and evaluation activities supporting district planning
and improvement efforts; to administer the district=s
grant procurement program.
QUALIFICATIONS:
The incumbent should have knowledge and training in computer science,
information management, research design, statistical analysis,
educational measurement, program evaluation, and grantsmanship.
A doctoral degree is preferable.
PERFORMANCE RESPONSIBILITIES:
1. Provides overall leadership for implementation of Quality Performance
Accreditation (QPA) and North Central Association(NCA) school
improvement processes in the district; acts as liaison to Kansas
State Board of Education(KSBE): supervises measurement and evaluation
specialists comprising district QPA support team.
2. Supervises the districtwide testing program including state
assessments, nationally normed achievement tests, and locally
developed curriculum-referenced tests.
3. Collaborates with the Assistant Superintendent for Instruction
and Learning to implement, maintain, and support the district
electronic instructional management system which includes instructional
outcomes, instructional resources and activities, and integrated
assessments.
4. Plays an advisory role in student information systems design
and administration including compilation of state reports.
5. Supports the Superintendent in district strategic planning
activities.
6. Chairs the district Research Committee.
7. Conducts research and evaluation activities supporting district
planning and continuous improvement efforts.
8. Administers the district grant procurement program; nurtures
district program planning and proposal development capacity, provides
technical assistance for development of grant applications, serves
as the primary author of selected applications.
Perform other duties as assigned by the Superintendent or his
designee.
TERMS OF EMPLOYMENT:
Twelve months with salary and work year to be determined by the
Board of Education
EVALUATION:
The incumbent will be evaluated by the Assistant Superintendent
for Instruction and Learning in accordance with the Board's policy
on the evaluation of administrators.
SIGNIFICANT ASSOCIATIONS:
The incumbent works under the supervision of the Assistant Superintendent for Instruction and Learning but also works directly with the Superintendent and Demographics Specialist on issues of district planning and desegregation. The incumbent supervises the QPA Measurement and Evaluation Specialists.
