DIRECTOR

RESEARCH, EVALUATION, AND ASSESSMENT

RESPONSIBLE TO: Associate Superintendent for Research and Development

FUNCTION: To provide administrative leadership, including staff supervision and budget management, for the department responsible for student assessment, site-level accountability, program evaluation, policy and analysis, and applied research.

QUALIFICATIONS:

  1. Three to five years of successful experience in student assessment and program evaluation in a large urban school system with multicultural population.
  2. Graduate degree in education, educational psychology, educational administration or related field with advanced training in evaluation, measurement theory, test development methodology, and statistical analysis; Ph.D. preferred.
  3. In-depth knowledge of current trends and issues related to alternative student assessment, outcome-based education, and effective instruction.
  4. Experience in conducting formative and summative program evaluations; needs assessment, identification of outcomes, evaluation designs, measurement techniques, data collection and analysis, report preparation.
  5. Demonstrated competency in interpreting complex data and communicating its meaning effectively to people with different levels of experience.
  6. Ability to write clearly, keep detailed records; effectively produce reports, letters, and memoranda; make oral presentation to the public; and carry out complex tasks with minimal direction.

RESPONSIBILITIES:

  1. Coordinate the development, administration, scoring, and reporting of performance indicators that measure district outcomes in the areas of leadership, climate, effective curriculum/instruction, parent involvement, and student performance.
  2. Coordinate and provide leadership in the selection or design or traditional and alternative assessment instruments to monitor student performance in a manner that is equitable to students of diverse racial/ethnic and socioeconomic backgrounds.
  3. Coordinate formative and summative program evaluation and research services for and with district administrators and program staff.
  4. Insure that appropriate statistical tests and procedures are selected and used in departmental studies.
  5. Insure that the work of other professional and technical staff in the Evaluation and Testing Department meets the highest possible professional standards.
  6. Work with educators, agencies, and funders to develop new programs and services.
  7. Provide consultation to district staff, departments, and schools on all components of the planning process.
  8. Assist the Associate Superintendent in identifying policy implications from data and reports produced by the Research and Development Division.
  9. Assist the Associate Superintendent in providing technical assistance to the Board, Superintendent, Superintendent's Council, and Associate Superintendents in the areas of planning, program development, monitoring, and reporting.
  10. Prepare and manage the department's budgets.
  11. prepare written and oral reports.
  12. Perform all other duties as assigned by the Associate Superintendent for Research and Development.
