EVALUATION, INFORMATION AND STUDENT
SERVICES

position of Director, Evaluation, Information and Student Services.

GENERAL
The purpose of this position is to provide
creative administrative leadership and supervision of the Evaluation,
Information and Student Services Department including the Evaluation,
Testing and Special Projects, Student Placement, Student Data
Management, Student Wellness, and Electronic Data Management units.
In working to fulfill this purpose, the selected
candidate is expected to creatively lead the planning, development
and maintenance of a very strong orientation among the department
staff towards fail treatment of all students, excellent human
relations, and service delivery and quality assurance in all aspects
of the department's activities; to plan, develop, and maintain
excellent relations with parents and the public.
This position reports to the Assistant Superintendent,
Planning and Support Services.
QUALIFICATIONS
The minimum qualifications for this position
are as follows: A Master's degree in educational policy and administration,
educational psychology, educational testing and assessment, research
and statistics or a closely related field and extensive experience
in a large, urban school environment which includes a minimum
of five years of experience in administering or working in or
directly with a data processing and/or management information
systems unit.
A Doctorate degree in the fields listed for
the Master's degree requirement is preferred.
In addition, the following are required:
- Thorough knowledge of the concepts and
techniques relating to student wellness programs.
- Thorough knowledge of the laws and regulations
affecting student assessment and testing, data collection, wellness,
and desegregation.
- Demonstrated ability to work collaboratively
with diverse interest groups and to respond to multiple constituencies.
- Thorough commitment to the Board of education's
missions, goals and objectives.
- Demonstrated ability to manage a large
staff, performing a wide variety of functions.
- Demonstrated leadership skills in the development
and implementation of successful testing and assessment and/or
student wellness programs.
RESPONSIBILITIES AND ESSENTIAL FUNCTIONS
- Provides direction and leadership in the
planning, development, implementation and evaluation of district-wide
testing and assessment programs and student health services, including
services for non-English speaking students.
- Advises District administration on the
establishment of test standards taking into consideration the
input of community members and staff, as well as, current research
on national and international trends in student testing.
- provides direction and leadership relating
to the effective management of the placement of students and the
reporting of placement data to other District department for planning
and other purposes.
- Directs the planning necessary to ensure
continued District compliance with desegregation regulations and
makes proactive recommendations relating to racial balance.
- provides leadership and direction for the
process of collecting, maintaining, disseminating and storing
of student records and of payment and billing for students being
served by or for the District.
- Works cooperatively with appropriate agencies
to ensure efficient and effective computerized database management
of records to meet local, state and federal reporting requirements.
- Monitors requirements of funding and regulatory
agencies to ensure compliance with applicable laws, rules and
regulations.
- Provides leadership in the development
of effective computer networks and microcomputer systems to meet
District needs and the planning of information and microcomputer
systems to meet District needs and the planning of information
and office productivity system requirements and standards for
the district in consultation with other District departments,
collaborative agencies (e.g., Metro II, TIES) and service and
equipment providers.
- Evaluates and recommends purchases of computer
hardware, software and computer support services.
- Determines departmental needs and develops
short and long-range plans for programs, staff, facilities and
resources of the department; plans, develops and monitors department
budget to meet these plans in consultation with the Assistant
Superintendent.
- Provides supervision, training and evaluation
to staff working on a wide variety of duties to enable staff to
develop and apply knowledge, skills and abilities to continuously
improve the level of service provided by the department.
- Works collaboratively with other District
divisions to meet District goals in work unites administered by
this position, as well as to meet overall District goals.
- Chairs or Co-Chairs a variety of District
Committees including the District Technology Planning Committee,
the Secondary Technology Planning Committee and the Enrollment
Committee; represents the District at a variety of community meeting
and functions.
- Performs, and is responsible for, a full
range of managerial/administrative functions commensurate with
the level of this position.
TERMS OF EMPLOYMENT
The director is a member of the Superintendency.
The minimum salary for this twelve-month position is $69,750;
excellent employee benefits are provided.
